Karl ROSSI (1775-1849): Rossi designed the General Staff Building (1820-1827). The Chariot of Glory atop the triumphal arch which connects the two wings of the General Staff Building was designed by Vasily Demut-Malinovsky and Stepan Pimenov (1827-1829).
