Hilliard was an expert in classical African culture who was the second Black administrator hired at SF State after Robert A. Thornton. Hilliard was a consultant to the Peace Corps and a school psychologist and superintendent of schools in Monrovia, Liberia [involved in the Liberia Project???]. Last listed in 1980-1981
