Paul A. Dodd (1902–1992), a native of Missouri, was appointed president in July 1962 after serving at UCLA as a faculty member, Dean of the College of Letters and Science, and Acting Vice Chancellor for Academic Affairs. At the time of his appointment, he was on assignment as a consultant to the Middle East Technical University in Ankara, Turkey.
During his tenure at San Francisco State, Dodd supported the establishment of a college-sanctioned free speech platform in the campus Quad, reflecting his commitment to student engagement and open dialogue. After leaving the presidency in 1966, he became Director of the Western Area Office of the Institute of International Education.
