The clip features a White Panthers spokesman addressing members of the San Francisco Police Department, including Chief of Police Charles Gain. He discusses the widely held sentiment that, "all the residents of certain neighborhoods in San Francisco are potential criminals," arguing that this assumption should have stopped with the change in city administration.
