KQED news footage from October 20th 1978 with reporter Rita Williams featuring scenes of a Harvey Milk press conference in Duboce Park, in which he discusses his city ordinance which requires dog owners to scoop up their pets' feces in public. Includes views of Milk demonstrating how to pick up dog poop with a newspaper and of dog owners walking their dogs in the park. This legislation was dubbed the "pooper scooper law."
