Includes views of Juvenile Hall and interviews with: Jean Jacobs (President of Coleman Children and Youth Services); Judge Daniel Hanlon (presiding judge for San Francisco's Juvenile Court); Joseph Botka (Chief Juvenile Probation Officer); Allen Breed (co-author of The Breed Report); Robert Smith (co-author of The Breed Report); Mark James (Senior Counselor); Robert Foote (Superintendent); Libby Denebeim (San Francisco's Board of Education) and several detainees. This program was directed by Stanley Potter and the Executive Producer was Ian Zellick. Opening graphic designed by Carrie Hawks.
