Justin Herman joining a picket line outside the Fairmont Hotel on Nob Hill in San Francisco, which is protesting against his agency's plans to displace residents from the Western Addition neighborhood. Herman is shown stood next to community activist Mary Rogers (1926-2006), also known as the mother of the Western Addition, who founded the Western Addition Community Organization (WACO) in 1966 and filed a lawsuit against the Redevelopment Agency. As Arnow puts it in his voice-over, Herman seems to be there because: "He wanted to trade laugh lines with Mary Rogers." Opening graphic designed by Carrie Hawks.
